Big Sandy Area Community Action Program (BSACAP) is seeking proposals for the completion of a single agency audit and income tax preparation. Proposals can be mailed or emailed. Only licensed Certified Public Accountants (CPA’s) or licensed firms may submit proposals. The scope of the audit is from November 1, 204, to October 31, 2025. Firms must be knowledgeable in 2 CFR Part 200 Uniform Administrative Requirement, Cost Principles, and Audit Requirements for Federal Awards. Firms must be in good standing with the Kentucky State Board of Accountancy. Prior auditing experience of Community Action Agencies or other non-profit organizations is preferred. Proposals are subject to terms and conditions of the request for proposals.

Proposals will be accepted until 4:30 p.m., Wednesday, November 26, 2025, and will be opened at 11 a.m. on or about Monday, December 1, 2025. All proposals must be received by the time designated in the invitation, and none will be considered thereafter. BSACAP cannot assume responsibility for any delay as a result of failure of the mail services to deliver bids on time. BSACAP reserves the right to reject any and all proposals.

The company awarded the contract will have a two-year renewal option.
