Kentucky’s Housing and Emergency Assistance Reaching the Homeless (HEARTH) assists homeless clients or those in danger of becoming homeless.


  • Household income must be at or below 50 percent of the area median income.
  • No appropriate housing options are available to you and the financial resources and support networks to obtain housing or remain in housing are not available.


  • security deposits
  • first month’s rent
  • short- and/or medium-term rental assistance
  • utility deposits
  • utility payments

As a last resort, hotel or motel vouchers may also be provided. Clients requiring food or clothing are referred to food pantries and other organizations; clients needing jobs are referred to the Agency’s WIA staff or CSBG Job Developers for employment training.
