TBRA  

The Tenant Based Rental Assistance Program (TBRA) provides housing assistance for low-income individuals and families.

TBRA funds may be used to provide rental assistance to help pay monthly rent and utility costs and to provide security deposit assistance. Utility deposit assistance may be provided only in conjunction with rental assistance subsidy. Families receiving TBRA can receive assistance for only 24 months.

Eligibility

To be eligible for TBRA assistance:

  • The head of household must be 18 years of age or older unless formally emancipated through judicial action of a court of competent jurisdiction.
  • Qualifying households must have incomes below 60 percent of the area median income, adjusted for household size and county of residence, as established by HUD guidelines, and be homeless and/or have special needs. In addition, 20 percent of the households assisted must have incomes at or below 50 percent of the area median.

Individuals and families served must be low- or very low-income as determined by HUD’s area median income guidelines. Income limits are established by household size and revised annually by HUD. Income must be verified prior to receiving rental assistance and re-examined annually thereafter.

Depending on family income, families pay a portion of their rental costs. Unless disabled, customers are strongly encouraged to obtain employment, job training, or education.

TBRA is funded through the Kentucky Housing Corporation (KHC) and the Department of Housing and Urban Development (HUD).
